Critics: Bush's Budget Harms Great Lakes

(AP) -- President Bush's proposed budget would shortchange efforts to clean up the Great Lakes and prevent the worsening of problems such as sewage overflows and exotic species invasions, critics said Wednesday.

Why can't local governments do more to curb pollution? I equate this intelligent response to that of the locals in New Orleans that lived below Sea Level and didn't evacuate. Same question is why spen money for New Orleans for flood plain housing when all along the Mississippi River, the government is having people move. The point is Individual Responsibilty.
