Why not change to assigned parking instead. You get your parking ticket with an assigned spot. Let a computer deal with getting you the best spot and showing you how to get there. Then the spot that you pay for is yours until you leave.

Tow anyone in the wrong spot.

Cost? 1 computer ($800) 200 hours of computer programming ($20,000). Seems a damn site easier than detecting each car.

Oh and its scaleable too. It could deal with a lot with 60 spaces just as easy as 200,000.

The ticketting system is already in place and accepted by the pubic. All you need is for the computer to write a spot number on it.
